Welcome by Otto Schily, Federal Minister of Interior
I am delighted that the International Institute of Administrative Sciences is holding its 75th annual conference in Berlin. The IIAS annual conference has become an established institution on the international calendar of administrative science and policy events. For three quarters of a century, the IIAS has provided global impetus for transparent and efficient administrative organization grounded in the rule of law. For this reason, the Federal Government was pleased to provide organizational and financial support for this year’s conference.
With the theme “Public Administration and Private Enterprise: Cooperation, Competition and Regulation”, the IIAS once again does justice to its role as engine for administrative modernization. The essential issue is to resolve the tension between the tasks of government and the demands of the market – which frames the question in a forward-looking way.
The Federal Government has developed the model of an “enabling state” to deal with these challenges. The modern state has a new division of responsibilities and more efficient administration; it is more responsive to its citizens and promotes society’s potential to take action. Our aim is to create more space for independent social and economic initiative while guaranteeing legal and welfare state responsibility. This is expressed in the Federal Government’s initiative “Modern State – Modern Administration”.
This conference gives 400 academics and administrative practitioners the opportunity to share their experience and ideas on this issue and allows us to investigate concepts and strategies for administrative modernization and gain a deeper understanding of different systems of administration.
